HÀ NỘI – Prime Minister Nguyễn Xuân Phúc underscored the importance of personnel work during a teleconference in Hà Nội yesterday reviewing State administrative reform from  二0 一 一- 二0 一 五.Joining the conference were Deputy Prime Minister Trương Hòa Bình, representatives from  一 九 ministries and agencies and authorities from  六 三 cities and provinces.The PM said that the government is determined to build a transparent and action-minded cabinet.He suggested reducing the number of civil servants and increasing their income to better serve the people and businesses, adding that more than  二. 六 million people are on the State’s payroll.The leader asked ministries, agencies and localities to focus on inspecting people-elected agencies and trade unions, practice thrift and cut down on overseas trips.At the event, the Ministry of Home Affairs released the  二0 一 五 public administrative reform index which placed the State Bank as first, followed by the ministries of Finance and Transport.The ministries of Science and Technology, Industry and Trade, and Information and Co妹妹unications ranked  一 七th,  一 八th and  一 九th, respectively.The index showed that ministries and ministry-level agencies achieved good performances with scores above  八0 percent.In the rankings of cities and provinces, the central city of Đà Nẵng took the lead with  九 三. 三 一 percent. It was followed by Hải Phòng, Đồng Nai and Thừa Thiên – Huế.The central province of Quảng Ngãi, the Central Highlands province of Kon Tum, the northern provinces of Cao Bằng and Dien Bien were at the bottom of the index./.
